Tujuan penelitian ini berfokus pada kapasitas dalam mendukung ketahanan organisasi sector public. Metode pengumpulan data menggunakan literatur review dan bersifat analisis tinjauan konseptual. Hasil penelitian menunjukkan bahwa kapasitas individu, kapasitas kelembagaan dan system. Ketiga kapasitas tersebut berkontribusi dan menentukan kecepatan respons terhadap krisis dalam hal ini organisasi sektor publik dengan kapasitas tinggi (dari sumber daya, struktur, ketatalaksanaan, hingga sistem pengambilan keputusan) dapat merespons lebih cepat dan efektif. Rekomendasi penelitian ini adalah pemerintah harus fokus pada penguatan kapasitas yang adaptif, sesuai kebutuhan dan skala prioritas dengan tujuan yang terukur dan sistemik dalam menghadapi tantangan organisasi dan dinamika pelayanan publik
